If you believe in the concept of “sin”, then you believe that there is a “law of God” from which you can deviate, and so those who believe in sin = those who believe in God’s law = those who believe in God’s punishment = those who are God-fearing, therefore, to answer your question, people don’t commit “sin” out of fear of God.
I don’t believe that “God” has established a law, hence, I don’t believe in sin.

I believe wrong doings are against my nature, human nature that is.
Not out of fear.
